I was looking too superficial: There are places left where Icons are completely
missing.
For example, when I add one of the two "white balance" effect to a clip in the
timeline, the effect list box displaying the effect parameters does not have
any icon representing the "pick a color"-button, in fact this button isn't
visible until you hover with the mouse pointer over the right place to the
right of the neutral-color-selection button.
There are more places where instead of icons, (sometimes lengthy) texts are
being displayed - those texts are clickable, so the tool is at least usable.
