Who controls the order of entries in the "Settings -> Configure Language" menu of all KDE applications? These entries aren't respecting the settings in systemsettings and plasma-localerc. They're not respecting system variables either. Is this done by Qt or KDE? The fact is, the behavior of these entries isn't consistent.
