As mentioned above, the language is configured correctly in the system settings, on the "Region & Language" page. However, when configured, it applies the aforementioned default (pt as the primary language and pt_BR as the fallback) to all KDE/Plasma applications. The screenshot I showed was just an example of a KDE app, in this case Kate, that prioritizes pt over pt_BR after systemsettings setup. I've attached two more screenshots with the system settings. I ran the same test with the aforementioned list of distributions, with the same result. If you setup your system for pt_BR, you will get the same result for KDE apps.
