Testing this bug was the thing that made me realise that an 8K mouse doesn't
seem to make any difference on KDE ;)

TL;DR yes the hardware cursor plane is involved, but also, there seems to be an
underlying frame timing problem.

This is definitely impacted by the nvidia driver. Newer versions of the driver
have changed the behaviour on a few occasions, and a recent example is the new
NVreg_RegistryDwords=RmEnableAggressiveVblank=1 parameter in the 580 drivers.
It's even worse with that on.
