The NVIDIA proprietary drivers use hardware cursor, but Nouveau does not, as far as I can tell. How do I know? I don't, but the cursor under Nouveau—though it never drops frames—feels a bit more latent at low refresh rates compared to the proprietary NVIDIA driver. I know "feel" isn't a reliable metric, but I swear by it in this case. Hardware cursor is preferred vs. software as it is lower latency and more immediately correspondent to the movement of the mouse. Under kwin, I have also been able to determine that no cursor frames are dropped when dragging a window, though this is a bit harder to see with the naked eye vs. moving the cursor over a stationary background.
