Setting the "general" font size above 10pts causes this bug to happen. The higher the font size the worse it becomes. At "Noto Sans 10pt" the text is clearly displayed and is not cut. At "Noto sans 11pt" and larger sizes the text becomes visibly cut off near the panel. Whenever you change the font size below or above that threshold to cause the bug to happen you need to move the file or folder away from the panel first and then place it back above the panel again for the bug to either happen or to go away.
