SUMMARY
I was reinstalling my computer and when configuring the system I went and tried
to add the keyboard layouts I use.
I clicked to add US but instead of manually searching for "English(US)" I type
US in the search bar and scroll down to select English(US) layout. 
Today when i did that the System Settings crashed and just closed, i thought it
was just a minor bug but then everywhere i try to scroll within KDE it just
breaks. If i try to scroll in the Application Launcher the whole KDE taskbar
crashes and dissapears, then it restarts.
Rebooting the system does not fix this issue, tried with 2 reinstalls of my
Arch install.

STEPS TO REPRODUCE
1. Go to System Settings -> Keyboard; under Layouts click Enable and try to add
English(US) by searching "US" in the bar.
2. Scroll down to find the English (US) layout.
3. The System Settings application crashes and after that System Settings and
KDE Application launcher crash whenever a scrollbar is used by scrolling with
the mouse scroll.

OBSERVED RESULT

System Settings crash/ KDE Application launcher crash

EXPECTED RESULT

Adding a keyboard layout like normal.
