Had the same issue, apps very slow to load with kdewallet disabled. Problem
started with neon plasma 6.3.5 updates on 2025-05-10.
After some updates yesterday situation is a bit different: Applications load
normally with kde wallet enabled. When kde wallet is disabled (in system
settings), applications starts, but cannot use network.
Applications affected: google-chrome (deb), ungoogled chromium (flatpak),
spotify, signal-desktop (probably all electron based apps).
