The build pipelines for krita.org, at least, hasn't changed in quite a few months to my knowledge...so it might not be that. I have seen a KDE email going around recently about the CI infrastructure that actually does these builds. The infrastructure is getting a bit overloaded, so there might be some changes happening behind the scenes that are delaying things but doing these copying and builds differently.
