Thanks for the additional details. I'm not able to reproduce this on git-master
or in a Kubuntu 25.04 VM
Can you create a new user and see if you can reproduce the bug?

I assume that when you say workspace, you're referring to what is also called
virtual desktops
Each virtual desktop has the same panels, and can have more than one
Each panel can have a system tray. The system tray has unique settings per
panel

For example, right now I have one panel on top, and one on bottom
The top panel is set to always show the battery/power icon. That will always
show on all workspaces
The bottom panel is set to only show battery/power when relevant. It will only
show when relevant on this panel
