The original report was produced on a VMware virtual machine with
open-vm-tools-desktop installed. This was a clean installation; I did not
manually enable Vulkan or modify any other graphics settings.

I just installed the system again in the VM, but this time I did not install
open-vm-tools-desktop. I am still able to reproduce this issue, and the same
Vulkan error appears. The process was straightforward: Install KDE Neon ->
reboot -> enter account password -> add dictionary widget -> crash.
