can confirm this is an apparmor profile issue
editing /etc/apparmor.d/plasmashell to
`/usr/lib/qt[5,6]/libexec/QtWebEngineProcess cx ->
&plasmashell//QtWebEngineProcess,`
fixes dict and browser applets
this fix and others is already in the released apparmor 4.0.2 tarball but noble
unfortunately only has 4.0.1 which doesn't. both plucky and oracular have
4.1.0~beta, so the question is whether to put apparmor in noble-backports or
croos fingers and hope it's backported into noble by ubuntu promptly.
