Thanks for the bug report. I can reproduce the behavior you describe on X11
(not on Wayland). When I log out and back into X11, however, the new cursor
theme is used all the time as expected.
For testing I used these cursors
Layan - Neon Testing
Night Diamon - git-master
In Wayland, on either system, the cursor immediately reflects the new theme
everywhere.
After you log out and back into X11, do you see the new cursor theme used or
not?
