SUMMARY
Setting: Wayland
If I add a panel and select the auto-hide option the panel works as expected.
The next time I start my desktop, it doesn't hide anymore but stays visible on
top of other windows the whole time. This behavior remains until i delete the
old panel and add a new one.

Tried with copying the panel, same behavior. Tried adding a new panel, same
behavior.

If i start a X11-Session, the error doesn't occur and the panel hides as
expected.

STEPS TO REPRODUCE
1. Add panel select auto-hide option
2. Restart your computer
3. Panel is visible all the time

OBSERVED RESULT
Panel is visible all the time.

EXPECTED RESULT
Panel should only be visible if I move my mouse to the side of the panel.
