I faced same issue and realized it is related to fcitx5. I remembered I noticed
the issue the first time i also got a kde notification requesting to activate
fcitx5 in virtual keyboard. fcitx5 default layout is set to US and erase the
layout defined in kxkbrc file at each login.
I run fcitx5-configtool (you might need to install the package), defined the
layout I want in the config screen and apply.
Now it's keeping the correct layout after re-login.
