SUMMARY
The notes applet doesn't remember its custom size and always go back to its
default size when the desktop is initialized (by a reboot or possibly a login)
STEPS TO REPRODUCE
1. Add a notes applet
2. Resize it and make it smaller
3. Reboot
OBSERVED RESULT
When the desktop and the applet loads, the notes applet remembers its placement
but not its size, using a default size that usually takes the quarter of the
screen.
EXPECTED RESULT
The notes applet should stay with the same size, placement and rotation.

Operating System: Manjaro Linux
KDE Plasma Version: 6.2.4

Haven't tested on Wayland because Nvidia.
Haven't tested making the applet bigger.
Haven't tested on other distros.
