SUMMARY
After updating to KDE6, panel sizes are interpreted differently than before for
fixed (non-floating) screen-wide panels. It's not possible anymore to have the
same panel size with the same icon size, as it will start shrinking icons much
earlier.

STEPS TO REPRODUCE
1. Install a KDE version from the 5 series.
2. Set screen resolution to 4k and 175% scaling. Use the icons-only task
manager.
3. Configure the panel to use the icons-only task manager, and to have a size
of '80px'.
4. Upgrade KDE to version 6 and restart the system.

OBSERVED RESULT
The panel with '80px' is now much bigger. Attempting to resize it to something
with the same icon size as before, such as 56px, still results in a much bigger
panel, and attempting to shrink it further will shrink the icons to too small
sizes.

EXPECTED RESULT
Should allow having relatively small panels with big icons, like it used to do
since its inception.
