[~chia7712] I did not have any specific tests in mind. I thought it would be
nice for the test infrastructure to be capable of KRaft controller failover and
cluster partitioning so that test writers could test behavior under those
scenarios. I see controller failover is possible from `KRaftClusterTest`, but I
don't see any partitioning capabilities.
