[~cmccabe] We ([~unknowntpo] [~m1a2st] [~frankvicky] [~yangpoan]) had a meeting
yesterday to dig in OOM for 3.9. Unfortunately, we failed :P
I will change the target from 3.9 to 4.0 to unblock release. We can backport
the fix later if we succeed to find out the root cause :)
