Review Comment:
this one is changing the semantics of the test. Before it used to validate
that no HB is generated if a request is in-flight. But now it's validating that
no HB is generated if the coordinator is unknown. We should probably ensure
there is a coordinator and mock heartbeatRequestState.requestInFlight() true.
