At least without the Bibsonomy plugin, the Abstract tab appears as it
should for me. The setup of general tabs is in "Options -> Customize
general fields" - can you take a look at what is shown there?

There is one change in the current 2.7 branch that could be relevant -
the names of the default custom fields can now be translated, although
I'm not sure if the proper keys are present in any of the
translations. If not, the same English tab names as before should be
shown. Which language are you using?
