If the license is given by a URL the server may provide a HTTP header with the
encoding.
If the document is HTML it may contain a <meta> tag with a charset attribute.
If yes, use this instead of the HTTP encoding.
If the document is XML (e.g. XHTML) the encoding should be given in the <?xml
?> tag. If yes, use this instead of the HTTP encoding.
If you still have not got an encoding use the project settings.
