I doubt toolchain configuration will be complex: what more than base directory?
Notice I don't have any problem if you're convinced of the contrary: not
something absolutely critical, we can stay with DOM for configuration :)
And I like the idea of a toProperties helper: we'll just have to figure out
where to put it, because it can't be in maven-core for compatibility
