Personally I don't like the idea. For some Maven is already mysterious enough
and if you can call a goal on a plugin which is not documented, that'll make it
even worse.
If you don't want to expose goals, why not extend a plugin (possible since
plugin-tools 3.0 thanks to the annotations) with your own secret/undocumented
goals?
And for the extended plugin you don't generate the {{plugin-info}}
