So was my original issue MSITE-549.

Although your patch does allow the entire footer to be replaced with new text, 
it means recreating the Copyright text, and further means that the ability to 
link to the organisation web-site is lost (unless one accepts that alternative 
uses of site.xml may fail).

The patch makes footer customisation possible - which is an improvement - but 
does not make it particularly easy to do.

Your patch is still useful in some circumstances, but there should be easier 
ways to customise the Copright statement and add any necessary attributions.
