This is expected, enforcement of the build environment is left to the Maven
Enforcer Plugin and its
[requireMavenVersion|http://maven.apache.org/enforcer/enforcer-rules/requireMavenVersion.html]
rule, cf. the Enforcer FAQ for general issues with using the
{{<prerequisites>}} for this.
