Attached test project (mojo-details-encoding2.zip) which shows the current 
(2.7-SNAPSHOT) incorrect handling of encoding in the xdoc xml file.

1. Extract and execute
mvn site -U
2. Check target/generated-site/xdoc/touch-mojo.xml

The xml prolog states UTF-8, but the non-ascii chars (see mojo description) are 
not properly encoded.
