Once all dependencies can be resolved from the local repository, maven still
continues to download the maven-metadata.xml. It's not done always, but my
expectation is:
As long all dependencies can be resolved from the local repository, maven must
not attempt to download anything.
Addition:
If the maven-metadata.xml in the local repository is missing, but the artifact
exists, maven should create a local maven-metadata.xml without downloading
anything.
