OK, for this particular example, I believe the only one to blame is the POM 
author ;-). The buid fails because {{tricky-1.1.pom}} is simply corrupt: 
According to its XML declaration, the file encoding is UTF-8. However, the 
octet sequence \xF8 \x6C formed by the characters "øl" is no valid UTF-8 input. 
The IBM JDKs before 1.6 seem to employ a strict decoder and hence abort file 
reading with an exception.

Reproducing the NPE is the remaining challenge...
