The pattern maven-${name}-plugin is used by the official Maven2 plugins, and 
${name}-maven-plugin is used by Mojo project plugins. But I can't find any 
specific requirement that you abide by a given naming convention, so I guess 
its just convention rather than an absolute rule. So the "must" above should 
have been "are usually". As I said, I could be wrong. ;-)

Having said that, most m2 plugin developers will use ${name}-maven-plugin for 
their own plugins. Felix is not really a fair comparison as both Maven2 and 
Felix are Apache projects. But if you check this list here: 
http://www.mvnrepository.com/search.html?query=maven-plugin   you'll see that 
most are using ${name}-maven-plugin.

So, until someone like Carlos weighs in here, you'll just have to wait.
