The home page cards, the note and the ASF footer set their text in `#555` and `#666`, which the link blue `#0088cc` matches too closely (1.91:1 and 1.47:1, below the 3:1 WCAG 1.4.1 asks for when colour is the only cue). Underlining those links clears axe's 8 `link-in-text-block` failures on the page. It also keeps them distinguishable if the skin moves to a darker blue. Card titles and buttons stay as they are.
