Adds a `velocity-tools` IT that asserts on the output of the Velocity tools in a processed document. The `doxia-formats` IT registers a custom tool too, but only checks that no `$` reference is left unrendered. The IT covers what skins rely on: a custom `SafeConfig` tool that reads its property and the Velocity context, a tool configured through a setter, a `site-tools.xml` override of the `date` format (as the Reflow skin does), `render.eval` seeing the other tools, and the `esc`, `sorter`, `convert`, `text` and `context` tools. It guards apache/maven-doxia-sitetools#715, which replaces Velocity Tools' `ToolManager` in the site renderer. Verified: `mvn -Prun-its verify -Dinvoker.test=velocity-tools,doxia-formats,template-skin` → passes with sitetools 2.1.0 and with 2.2.0-SNAPSHOT from #715; the full IT suite (63 projects) passes with 2.2.0-SNAPSHOT. -- This is an automated message from the Apache Git Service.
