The `full-build` job runs `mvn site -Preporting` on every cell of its
matrix: three operating systems times JDK 17, 25 and 27. The site does not
depend on the operating system, so six of the nine site builds repeat work, and
each of them first installs Graphviz with `brew` or `choco`.

Measured on the last three successful `master` builds, the step medians are:

   | OS | Site build | Graphviz install |
   |---|---|---|
   | Linux | 7.7 min | 0.1 min |
   | macOS | 9.0 min | 0.6 min |
   | Windows | 10.2 min | 0.4 min |

Building the site on Linux only, still on all three JDKs because Javadoc
output changes with the JDK, saves about 61 runner-minutes per build. The wall
clock does not change, since the Windows integration tests (about 34 min) are
the longest path, but the runner time comes back to the shared ASF runner pool.
