Port of the `EnvHelperTest#testCygwin` part of #1876 (#1796). The test had a bare `@Disabled` because `toCygwin()` runs `cygpath` when one is on the PATH; it now checks the fallback, `EnvHelper.toCygdrive()`. `SocketFamilyTest#testUnixFromTo` stays disabled here with its reason, since this branch still builds `common` with a `java16` overlay, and `ConcurrentDownloadsTest` already runs on this branch.
