Part of #541. Drops the dependency whose parent POM pulls the shut-down maven.java.net repositories into every build. jakarta.annotation-api 1.3.x keeps the `javax.annotation` packages, so no source changes are needed. The scope is `provided`, not compile. Maven core exports `javax.annotation:javax.annotation-api`, which is why the old compile-scope copy never reached the extension realm. Under the jakarta coordinates nothing filters it, and a second copy there stops every multi-module reference project from caching; that is the failure #539 hit. Verified: `mvn -Prun-its verify` → 349 ITs pass (Maven 3.9.16, JDK 17, macOS) --- To make clear that you license your contribution under the [Apache License Version 2.0, January 2004](https://www.apache.org/licenses/LICENSE-2.0) check one of the following: - [ ] I hereby declare this contribution to be licensed under the [Apache License Version 2.0, January 2004](https://www.apache.org/licenses/LICENSE-2.0) - [x] I hereby declare that I have filed an [Apache Individual Contributor License Agreement](https://www.apache.org/licenses/icla.pdf). -- This is an automated message from the Apache Git Service.
