Moved the new logic out of compat/maven-artifact entirely. Added ArtifactMaps, a small package-private helper in impl/maven-core next to MavenProject (its only caller), with the full Javadoc. MavenProject.getArtifactMapByDependencyConflictId() delegates to it in one line. The method's own Javadoc on MavenProject is still just @see + @since: that file is already at the checkstyle FileLength ceiling (2000 lines) before this PR, so there's no room left for a full description there without going over.
