Confirming option 2: the scope is Maven 4 only. The compat `MavenCli` in this repository is the one the Maven 4 line keeps for embedders, so the conversion belongs there, and there is no 3.9.x backport. I had said so in the scope note of Oct 13, and now the Javadoc of `msysToWindowsPath` says it too.
