Set Resolver’s breadth-first dependency collector to use the `versioned` skipper by default when Maven has no explicit setting. A versionless key can skip descriptor collection for a later version-range candidate after another version was visited, leaving that candidate’s transitive dependencies out of the graph. Explicit skipper settings remain respected. Fixes #13430. `mvn -B -ntp -pl impl/maven-core -Dtest=DefaultRepositorySystemSessionFactoryTest -DfailIfNoTests=false test` passed (16 tests).
