The "Set up JDKs for Toolchain" steps install four JDKs in every job without `cache`, so setup-java never applies its JDK cache to them and each job downloads them again from the distribution's CDN; a stalled Zulu download cancelled a [license-maven-plugin job](https://github.com/mojohaus/license-maven-plugin/actions/runs/38219108217) after 30 minutes. `cache-jdk: true` restores them from the Actions cache instead. -- This is an automated message from the Apache Git Service.
