`AbstractSurefireMojo` got plexus-java's `LocationManager` by injection, although it holds no injected state (its constructor only creates its own parsers), so it is now created directly. This was suggested in [SUREFIRE-1628](https://issues.apache.org/jira/browse/SURefire-1628) and proposed in #318, which was closed without review in 2020. Verified: the JPMS ITs `ModulePathIT`, `Junit5ModulePathIT` and `MultiModuleProjectWithJPMSIT` pass; `E2ETest.endToEndTest` fails the same way with and without this change.
