When `settings.xml` cannot be parsed, `AntRepoSys.getSettings()` logs a warning and leaves the settings `null`, so the decryption step right after it throws a `NullPointerException`. It now continues with empty settings, which is what the warning already promises. Found while porting to the Maven 4 API; part of apache/maven#13309. Verified: the new `testUnreadableSettingsAreIgnored` fails without the fix with `Cannot invoke "Settings.getServers()" because "this.settings" is null`. -- This is an automated message from the Apache Git Service.
