### New feature, improvement proposal A populated `ScmManager` can only be obtained through Sisu: `DefaultScmManager` gets its providers injected as `Map<String, ScmProvider>`, and `BasicScmManager` starts empty. Code that runs without a Sisu container cannot get the providers. The case that prompted this is a plugin on the Maven 4 API, which uses Maven's own dependency injection instead of Sisu. The Maven 4 API ports of maven-scm-publish-plugin, maven-changelog-plugin and maven-release each ended up parsing `META-INF/sisu/javax.inject.Named` by hand to build one; see apache/maven#13302. Proposal: register the providers for `java.util.ServiceLoader` and add a factory that builds a `BasicScmManager` from them, keyed by the same `@Named` values Sisu uses, so `git` and `jgit` stay distinct.
