currently, this is activated by a 0 value in the # days field, but the 
validation prevents that from happening.

I believe the behaviour should be as follows:
- the retention count is the *minimum* number to retain - this many are 
guaranteed. Valid values are >= 1
- the # of days is the actual filter applied. Valid values are >= 0

So, the retained snapshots is the union of the two sets of results.

However, the retention count still does not apply to something that is handled 
by "delete released snapshots", these should always be deleted in their 
entirety.
