I just downloaded Maven 3.9.9 again and put it in a new directory. I can verify
that this issue does not occur in 3.9.9 despite an apparent dependency on
JAnsi. Maybe it has something to do with when the native library is loaded. In
any case, this is a new problem in 4.0
