Update: Actually comments were never stripped from Markdown, not even in 1.x,
compare with
https://github.com/apache/jackrabbit-filevault/edit/master/src/site/markdown/authorizables.md
and https://jackrabbit.apache.org/filevault/authorizables.html. You see the
license header comments there as well.

Seems that doxia-sitetools under some circumstances omits leading comments,
compare with https://jackrabbit.apache.org/filevault/authorizables.html and
https://github.com/apache/jackrabbit-filevault/edit/master/src/site/markdown/authorizables.md
