In my last post I mentioned it is not easily reproduced even after deleting my 
local maven repo and building again.  The only other thing I have noted, and 
may be the key here, is that occasionally my companies internal Artifactory 
server becomes slow to respond or times out on requests. Could it be the 
default timeout for resolving artifact metadata is simply higher than the 30 
second timeout to wait for a lock, causing this to trigger when a request for 
metadata takes far longer than usual?
