In my particular use-case, I am using the SCM plugin to automatically stage a 
release candidate during a release build.

Currently, I am working around the missing skip parameter by using a property 
in the {{phase}} element of the execution and setting this property to {{none}} 
when not in a release build. It works, but it is a hack.
