Now is clear, but is it expectation for rule, enforcer plugin doesn't have a
knowledge what and how rule does - only schedule rules for executions.
Issue / improvement should be done in requireEncoding and should be reported in
extra-enforcer-rules project.
So please report issue in extra-enforcer-rules project.
