I've never looked at the github releases page, but it looks like these are 
created automatically with a tag. I have removed the tag for 3.1.0.
Removing a tag in GIT is a bad practice.
The most reliable information is at https://maven.apache.org/plugins/index.html 
and of course https://maven.apache.org/jxr/maven-jxr-plugin/
As you noticed, the preparation has started for 3.1.1, see also

If you want you can test it and cast your vote.
