The 'specification' you link above is just a reference, the documentation for [Maven Model|https://maven.apache.org/ref/3.6.3/maven-model/maven.html#class_mailingList] explicitly states that all three: subscribe, unsubscribe and post, can be an email address *or* link, and that {{mailto:}} is *only* added if the url is an email address. This used to work in the past.
